Yesterday, Governor Phil Murphy signed Executive Order No. 122 imposing additional mitigation requirements on essential retail businesses, including supermarkets, and other essential industries in New Jersey. The order also ceases all non-essential construction projects in the state.

Among the changes in the order, workers and customers must now be required to wear cloth face covers when on the premises of essential businesses. Earlier this week, the Centers for Disease Control (CDC) recommended Americans wear cloth face covers whenever leaving their home to prevent the spread of coronavirus among asymptomatic individuals. Customers who refuse to wear a face cover for non-medical reasons must be denied entry to the business.

“As experts have analyzed coronavirus data from around the world, they have learned of far greater levels of asymptomatic transmission of the disease than previously known. That means that even if someone has no symptoms they could still transmit coronavirus to others,” said Freeholder Director Louis Cappelli, Jr. “Wearing a face cover helps to stop you from spreading the virus if you don’t know that you have it. These do not have to be surgical masks to be effective, but can be bandanas or other homemade covers. We need universal cooperation with the governor’s order to slow the spread and protect others.”

Executive Order No. 122 places of series of other requirements on essential retail businesses, including limiting store occupancy to 50 percent of the stated maximum occupancy, establishing hours of operation which solely permit high-risk individuals, implementation of additional infection control practices, and more.

The order also requires all non-essential construction projects in the state to cease by 8:00 p.m. on Friday, April 10. Essential projects include those necessary for healthcare service delivery, transportation projects, utility projects, projects already underway involving single-family homes, and select other exemptions.

“En los últimos días, El Centro para el Control de Enfermedades han emitido una nueva regla con respecto a el uso general de las cubiertas faciales de tela para para prevenir la propagación de COVID-19. El CDC ahora recomiendan que todos los estadounidenses usen cubiertas de tela en lugares públicos donde otras medidas de distanciamiento social son difíciles de mantener (Supermercados, bodegas farmacias, etc.), y especialmente en áreas que la transmisión comunitaria pueda ser significativa.  

La recomendación se basa en la evolución de los datos que muestran que una parte significativa de las personas con coronavirus carece de síntomas, y que incluso aquellos que eventualmente desarrollan síntomas pueden transmitir el virus a otros antes de volverse sintomáticos. Esto significa que el virus puede propagarse entre las personas que interactúan en las proximidades cercanas ya sea hablando, tosiendo o estornudando, incluso si estas personas no presenta ningún síntoma.
